The guide you are following is probably referencing to the old shaymin quest part when the quest first released. This part was extended two years ago and no longer ends in Breezy Path. As mentioned by the white haired NPC you must head to Suzuka town in order to revive the festival. You can access this area by going east of Breezy Path. Here is the wiki guide if you are looking for more information.
