You can catch the starters in the wild. It isn't really that permanent of a choice. Otherwise, you can make a new account.

You can find one in Cinnabars island, in the burned Mansion near the 7th Gym leader.

The only place where you can encounter charnander in cinnabar mansion.

So I would say about 20-25hours if you hurry^^

If that really bothers you, you can go to Blue server if you are on Red (or vice versa), the saves are separated but the game content is the same, and so is the amount of players

Otherwise, well, people above already said the rest :)
