my riolu evolved from lv 99 to 100 with max happiness and daytime, but for some reason it didn't ask to evolve to lucario, the mystery candy doesn't work

Hello @Tsushima,

 

Happiness evolution triggers when your Pokemon's happiness changes (reaches 255 happiness) and other requirements are met. In this case, you have to decrease your Riolu's happiness (faint it in wild battle) and reach 255 happiness again during daytime (10:00-20:00). This will trigger your Riolu's evolution. Hope it will help you.
