Hi I am server (0fatboy) Why I can't evolution my Budew it happiness is max(255) and I use candy to level up in a day time why it not evolution.Now it Lv100 what can I do to evolution it. Also I try to use Mysterious candy but it not work.Hope you can help me. Thank you!

Happiness evolution triggers when your Pokemon's happiness changes (reaches 255 happiness) and other requirements are met. In this case, you have to decrease your Budew's happiness (faint it in a wild battle) and reach 255 happiness again during daytime (10:00-20:00). This will trigger your Budew's evolution. Also, levelling up your Pokemon has nothing to do with happiness evolutions.
