The paul npc isnt there to port me to sinnoh and start the story . What am i doing wrong

Sorry for the inconvenience caused. 

First of all, Paul doesn't teleport you to Sinnoh. It's Alakazam who will teleport you after you complete the Sinnoh Entry Quest. 

Though it seems that you haven't completed the entry quest yet. It's possible that you've already begun the quest because Paul NPC doesn't appear for you.
So now can you please check what happens when you enter and leave your house of Hoenn region when you get a chance? It will be better if you can record a video of the same thing.

i can see some guys on top of odale city , they seem like sinnoh npcs , it tells me its a hard battle  , maybe i need to defeat them .

I apologise for my late response and yes, it will be a hard battle. I recommend you to have a full lvl 80+ team before fighting them. If you find yourself in a situation where you are unsure of how to continue your quest, you can also use this guide as assistance.
