OK so I have suicune caught and I have met the game time requirements (im currently at 851hours played) and I wanted to do the quest to unlock the george boss, so I Tried talking to the guardians the only dialogue I ever got was to check the cooldown time /consecutive wins , also scientist rey is not at the bell tower 10f for me. I even tried to talk to all of the thieves in case I had midway completed it in the past but they wont battle me

Have u tried to enter the respective Guardians area with your Beast in the Party? 

 

Please let me know if that worked. Otherwise we gotta look deeper into it. Also have u tried to enter George's cell?

Yeah I tried doing that I dont get anything other than check cooldown/consecutive wins

You should get a message already when u enter the area. Not from talking to the Guardian. U also tried to put your Dog as lead and enter the area again?

And have u tried to enter the cell where George is? Just to rule out some possibilities.

yes i tried to enter the cell and i get a message that I should talk to the guard(guard does not open the door), I also dont get any message upon entering the suicune guardian area

Have you also tried to talk to the old man outside Bell tower in Ecruteak as seen here in the guide? Before you tried to battle any of Georges brothers?
