yes i tried to enter the cell and i get a message that I should talk to the guard(guard does not open the door), I also dont get any message upon entering the suicune guardian area

Yeah I tried doing that I dont get anything other than check cooldown/consecutive wins

OK so I have suicune caught and I have met the game time requirements (im currently at 851hours played) and I wanted to do the quest to unlock the george boss, so I Tried talking to the guardians the only dialogue I ever got was to check the cooldown time /consecutive wins , also scientist rey is not at the bell tower 10f for me. I even tried to talk to all of the thieves in case I had midway completed it in the past but they wont battle me
