I just wanted to ask if it is possible for someone to do a Legend EV & Leveling Service? If it is allowed and there are people who can do it, how much is the cost of leveling it, maybe I will be interested in buying it

As legendary Pokemon are not tradeable you cannot give them to EV or level services. The only way would be to give your password to someone who does level/EV services and then train the Pokemon accordingly. It is not bannable but always comes with a risk. Though, until you have proof of agreement, everything will be fine.

Yes, I mean like this, like other services that must use that person's account to perform the service
