i accidentaly fought with my scraggy and he lvl up to 26lvl but i need 25lvl on him, any chance i can do something about it?

to make it short: No.

Sadly there is not way to de-level your Pokémon.
If you need a level 25 Scraggy, you'd need to hunt or buy (In case the OT does not matter) a new one
