Hello @Trisco,

This usually happens when you get max happiness during the day. 

To evolve it now, you need to faint it once so it's happiness will reduce and level it once at night to make full happiness.

    Sorry for the late reply, as Acetzy and Darksoul56 mentioned, you can faint your Pokemon first to reduce its happiness and re-train it to full happiness. This should be able to help you to evolve your Chingling. Have a good day.
