When i go to these trees and try headbutt it says my pokemon refuses to follow my orders,why is this happening always? Sorry if there is a post but i didnt found anything!I tried everything :P

You need at least 150 happines to headbutt ( you can check the happines with /happy 1-6)

Check the forum: https://pokemonrevolution.net/forum/viewtopic.php?f=89&t=13397. The pokemon needs 151 of happiness.

As the other users mentioned, you need 151+ happiness. You also need to have the first badge of the region.

 

If your problem is on Route 26 & Route 27 (after you've defeated the Kanto E4 and before you've gone to Johto) the reason these won't work for you is because they are considered Johto routes.
