You can only climb this spot while knowing Rock Climb. Even if you own an Abseil Rope, it will force you to select a Pokémon with Rock Climb. This issue has been forwarded to the concerned team and hopefully it will be fixed soon. Feel free to continuously report anything you think is bugged in the Bug Resolution Center.
