Hello, my Riolu reached a higher level (from 98 to 99) by using rare candy and i cant evolve him into Lucario. He have max happines and it was a day time. Pleas help me :*(

lets take a look at our Happiness guide:

Quote

(!)Happiness evolutions are special ...

...but not complicated.

The Pokémon has to reach the max amount of happiness (255) while meeting the other requirements in order to evolve,
it does not necessarily require a level up. If your Pokemon already reched max Happiness, you need to lower the Happiness first by letting your Pokémon faint in a wild battle for example, and then rech the max Happiness again.

 

To check a Pokémon's happiness, you can use the command /happy 1 in the in-game chat. You can use a number from 1 to 6, depending on the partyslot you want to investigate.

 

This should be the solution to your problem
