I have asked a total of 3 times if you get items from rock smash and since I have acquired the skill I have yet to find a wild pokemon or an item from using the move I would believe its a bug or is there something i'm doing wrong

This is not a bug.

 

I'm not sure who you asked, but Rock Smash does not give items or Pokemon in PRO.

Rock Smash never gives items or pokemon when used. Nor on here or the main handheld versions of pokemon did rock smash do such a thing.
