According to the scripts, it should've asked you if you want to learn the move Thunder Wave, then the system will let you choose a Pokemon. Even if you chose "Yes", it wouldn't take your money if the Pokemon you chose can't learn Thunder Wave. Therefore, if you did chose yes, then chose a Pokemon that can learn Thunder Wave, no refunds can be given since it's a player-end issue.

No, the problem was that, i absolutely dont wanted to learn it, but suddenly the conversation passed in the part that i should have chosen my pokemon, and i cant left the conversation anymore. Regards.

Anyways, i dont have even learned it, because i've logged out if im not wrong or used an escape rope, but the 15k wasn't in my pack anymore.

Don't know actually a lot of time passed, but i dont think is fixed well, anyways should not happen, or at least it should not take money before u teach the move, and im not a guy that spam buttons for jumping on the end of conversation, doesn't matter now anyways, just wanted that someone taked a look on it.
