I just beat Giovanni but Eevee isn't in either of the 2 machines I tried every possibility. The policeman outside says I need to find Eevee. It's not in my party of the PC. I talked to every single rocket member inside of the hideout and I still cannot get Eevee. I tried relogging.

I can't remember his name, but there's a scientist you defeat that has all of the eeveolutions standing next to a machine. In the same room, you go to the top left corner and that's where you'll find the Eevee .

Eevee is random in machines (not only 2 in room of Giovanni), you will need to look around machines in the hideout.
