But I have all reaquirements. I have above 200 hours. I have watched all Pokemon from Kanto to Hoenn. I have seen all Legendarys at their Quest location. I have above 210 Evolutions. If not you'll have to do that first in order to proceed forward in the Jirachi quest. Also double check on your caught data for Kanto, Johto and Hoenn, you can do this by seeing a pokeball next to them in the pokedex.
