This quest is not bugged.

 

1. Make sure you still have the Pecha berry. Don't put it on any of your Pokemon. Have it in your bag.

2. Talk to the Doctor in the kitchen and tell him you want to help the captain.

3. Go speak to Jenson (the pharmacist) on the 2nd floor.

4. Go to the ballroom and find the Blissey along the far left-hand side of the map.

 

After you're found Blissey, you should be able to figure out the rest of the quest.
