Sorry for the inconvenience and late response,

In order to use the Sailor in Murky Town you'll need to have beaten the Dark Realm quest. If you have not completed it you can find the quest here: Dark Realm Quest
Please let me know if you're still having any issues on this.

    thanks, i got wrongfull information from severl sources, they all told me i had to finish the main quest
