There are two visible caves on Route 25 : 

 

• One that is right up after you enter route 25 from route 24. That is actually functioning and can be entered after you have 200hrs or more in the game and are Johto Champion. There is a Boss called Entei Guardian there which is just like other bosses in the game. More can be learned about him here. The boss is also a part of Legendary beasts Quest, more info on that here.

   This will open upon meeting the requirements mentioned before.

   

• The other visible cave is like closed and crossed off. This cave is not functional, currently.
