You can find Rock Climb tutor in Fuschsia City in Kanto in the house rightwards of the Pokecenter and in Route 207 near the climbable ledge. Both of them will teach the move for 15k Pokedollars. You can find info on which mons learn it by level up and egg move tutor here(to be linked).
