The Hoenn Transmat quest unlocks the Teleport Transportation from the Pokecenters in Hoenn and Sinnoh regions. 

 

After defeating the Hoenn Elite Four, you can start the quest by speaking to a Security Officer in any Pokemon Center in Hoenn, then speak to Wattson in New Mauville. A detailed guide on the quest can be found in this link. If there is anything you don't understand, you can use a translation website like DeepL or the help of a friend.
