The other house on Route 123 in Hoenn region on the east of the Berry Master's house, is nothing. It shows the following dialogue :-->

I assure you it is associated with no quest or anything of importance. You can, however, find the Manectite quest north of the Berry Master's house into the Route 123 Berry Garden. You can find a guide using this link.
