The Super Rod can be bought for 75000 pokedollars, making sure you have the Good and Old rods beforehand, in Olivine City House 1 from the NPC in front of the computer table.

Here in the spoiler you can check how to reach it :

 Go east from the Oliving pokecenter

 

 Go north from here

 

 Enter the house marked

 

 Talk to the marked NPC to get the Super Rod after having the Good and Old rods.
