You can obtain Rotom's other forms including Rotom-Wash upon talking with a pile of boxes in the places listed below :-

  • Vermilion City Pokémon Center
  • Celadon Department Store 2
  • Goldenrod Department Store 3.
  • Lilycove Department Store 4F
  • Veilstone Department Store 1F

After interacting with the boxes you will get a prompt to choose what appliance you want Rotom to merge with. Upon choosing the Washing Machine you will get Rotom-Wash and it will learn Hydro Pump right away.
