Is there an easier way to catch Lavitar at Mt Silver? Or is there any place on the map that has a Lavitar that has a faster catch rate?

Larvitar is a rare pokemon. Rare pokemons are, by definition, rares.

The spawn rate will be the same on every map.

 

Like @Radovid10 said, you can use the repel strategy to hunt.

Repeling doesn't increase the spawn rate, repel make you avoid other pokemons on the map.

Repels also cost money.

I'd like to add that if you hunt in Mt Silver Expert Belt you have chances to find Larvitar and Pupitar in the same location!
