The Entei Guardian is a boss which is a part of the Legendary Beasts Quest(more info here). Note that, you need to be Johto Champion and have at least 200 hrs of playtime to do the quest.

To beat it, it is preferred to use a proper Boss Team. You can check a guide around a Boss team, here(click for more).
