The calculation of the final base stats is done by the following formulae in the spoiler.

Spoiler

 For HP Calculation this is the one to be used.

 

 For everything Non-HP based this is the one to be used.

Thus, you can see that it does not only depend on the IV of the Pokemon but the EV, Nature and Base stats as well. Taking everything into account, I have calculated your Garchomp's speed stat which you can check in this spoiler.

Inside calculations :-

• 102 (Base Speed) x 2 = 204
• 204 + 27 (Speed IV) = 231
• floor(252 (Speed EV) / 4) = 63

Final calculations :-

floor(floor((204 + 27 + 63)*100[Level]/100)+5)*1.1[Nature]) = floor(299*1.1[Nature])=floor(328.9)=328

Note that floor() here is intending the weird L shaped brackets used in the formula screenshots which are to give no floating values(value after the decimal point).

This is exactly how all of the calculations of stats are done in the game.
