Budew does not evolve during the day when it reaches maximum happiness

Sorry to hear that you are having an issue with evolving your Budew.

First off I would like to make sure that after you've gotten max happiness with your Budew you made it level during the daytime, if that's not the case please attempt to level it, if the issue persist here's 2 solution that may help you:

1. Close and relaunch the game, then get a level on your max happiness Budew during the day.
2. Let your Budew faint from a wild Pokémon, then get it back to max happiness and get a level during the daytime. 

Hope that helps you out, please let me know if you were able to evolve it after trying these.

As you can see in the attached photo, at 13:23 (1:23 PM) poke time Budew achieved 255 luck. from what I checked, the day time is from 10:00 (10:00 AM) to 20:00 (8:00 PM).
Today I tried to lose the fight with a wild Pokemon again so that the budew would lose his luck and get 255 luck again in the day. Today budew hit at 18:44 (6:44 PM) and did not evolve again.

I will try to get 254 luck, go exit game and after logging in I will get 255 luck in day time.
You think it might be because I beat Brock but didn't go any further?
