Apologies for the late reply.

 

There is no TM seller or Move Tutor available in the Johto Region for Thief or Covet moves, any one of those can be used for stealing the held item on your opponent Pokemon.  

• TM-Thief(More info on Pokemon who learn it) can only be obtained by the Thief Quest(More info here) and by starting the Officer Jenny Quest "Clear Route 1 of Ratatta".
• Tutor for Covet(More info on Pokemon who learn it) can be found in Route 16.

Presuming you don't have the TM-Thief or Covet Tutor at hand, you can catch Pokemon that learn Covet by Level-up and relearn the move from the Move Relearner in Goldenrod City.

For example, you can catch Mankey in Route 42 or Zigzagoon in Route 30, both of which learn the move Covet.
