If it's for evo, to my knowledge, MOD can't lower a level of a poke. however, a mysterious candy could help.

Hey there @Vuvucelas,

Sorry for the inconvenience,
Unfortunately we can't de-level pokemon, however you can purchase a mysterious candy from any department store which is used evolving level 100 pokemon.
On that note you'll also need to max friendship your Budew during the day, after that you'll need to use the mysterious candy and it should evolve.
