So the old lady who's meant to be next to eumi island pc according to walkthrough isn't there - presumably I've spoken to her in the past before...

 

But the next step is to speak to sailor Johnny and then surf with a ground type pokemon- but Johnny is giving a different dialogue to what he's meant to and I still can't surf on the water.

 

Am I missing something stupid or is my quest bugged?

Sorry to hear that you are having an issue completing your Kyurem quest!

The Old Lady location has been changed, she is now located top right in Eindoak Town close to the well and once you get to the part where you need to talk to Joey's Mom she will be in the house just above the same well in Eindoak Town. The rest of the steps should be up to date.

Sadly the wiki is not always updated there is a lot of changes during the years, I hope you can understand.
