I have removed the "27+" fragment from your thread's title since it was misleading. By virtue of SPD IV being 06 and ATK IV being 23, your Pokemon does not meet the requirements to be classified as 27+. You are allowed to change the title as you desire as long as it remains in accordance with General Trade Rules.
