Trouble going for trainers valley

what to do if the officers still say that you are not experienced enough to go to trainers valley even after you have completed subway quest, caught 120+ pokemons, evolved 40+ pokemons and are a kanto and johto champion in pokemon revolution online

• Fight Red at the summit of Mt. Silver. Having won is not necessary.
• 120 caught-data entries of Generation I Pokémon registered in your Pokédex.
• 38 evolved-data entries registered in your Pokédex.

From what you listed above, you should be able to battle Red and have all requirements fulfilled to enter Trainer's Valley.
