Can't find cut in my inventory

Hi everyone! I recently joined PRO and have beaten the first two gyms. I recently noticed that the gym TM's are not showing up in my inventory anywhere to teach my Pokemon. Is there something I'm supposed to do after beating the gym leader to get them?

To get TM Cut, you need to complete a separate quest called the SS Annie side quest. First, you need a ticket for the SS Annie. To get this ticket, you must complete a mini-quest that begins in Cerulean City. Go north to Bill's house,
where he will ask you to find a book, the book should be located underneath his pillow. After completing this task, you can start the SS Annie quest from Vermilion City.
