If he says "I have lost my research book somewhere in my lab here..." this should prompt that the book will now be under his pillow. It is also possible that you have already picked up the research book in which case talking to Bill will give you a S.S Anne Ticket to board the ship. Additionally, just to ensure you did not miss any steps prior to getting to Bill's House, here is a Complete Kanto Walkthrough that might be useful to you now and in the future.
