I've seen people with my problem in the past. 

I've already tried to have him faint, reset the client and get to 255 happiness again from 10:00 to 20:00 poke time for 5 times already, but it's still a budew. 

Any help?

Hello there if your budew still isn't evolved,

Please try the following:

1. wait for daytime

2. let Budew faint in a wild battle - NPC battles or battles with other players will not work

3. make sure it worked by checking its happiness (should be 250 now) - if it didn't work try again till it's 250

4. (optional) close the game and restart it

5. heal up at any PC

6. bring happiness back to 255 during daytime (can use soothe bell to reach it faster)

As the player said, your Budew must lose happiness via fainting during a Wild Pokémon Encounter and not Trainer battles. When you are certain to have had your Budew faint via Wild Pokémon Encounter, check his happiness. To do so, type the command "/happy (slot 1-6 in your team)". Afterwards, you wanna make sure to go and battle Wild Pokémons during the Daytime In-Game (10:00-19:59) until your Budew reaches 255 Happiness. A held Soothe Bell can speed up the process. 

If after trying this solution it still did not work for you, I would kindly invite you to post screenshots in your reply so I can forward it to my fellow Staff Members. Hopefully, the solution provided will be it.

Hi, thank you it finally evolved!

I always made him faint against wild pokemon and checked the happiness afterwards. 

The thing i've realised is the last 2 times he leveled up while the happiness was still not maxed by 1. Every guide i checked said the level up was not important so i wasn't thinking about that
