Raticate can't learn Scary Face from Move Relearner, Egg move or Pre evolution tutor

Hi. Thank you for contacting us about your issue.

Indeed, it is a currently known issue. Raticate should indeed be able to learn it naturally and it should be in the Move Relearner, but unfortunately it wasn't coded properly. The only way for a Raticate to have Scary Face at the moment is only if it was learnt as Rattata and kept in the Moveset. Developpers have been made aware of this issue and will do their best to resolve it in time. In the meantime, I can only ask you to be patient or to maybe consider catching another Rattata to have it learn Scary Face.
