As @Barze97 said, Sceptile only learns Vacuum Wave in Generation 9.

PRO follows Generation 7 battle mechanics, hence the case. It is not any bug that Sceptile doesn't learn Vacuum Wave. In the future, feel free to refer to our Wiki Page to check on the attainability of certain moves, abilities, quests and their guides, etc. around PRO.
