Hello, my problem is that it didn't evolve my togepic and I gave it rare candies, can you please lower my pokemon a level so I can evolve it?

Hello there! I'm sorry for the inconvenience of your Togepi not evolving. You can still make your Togepi evolve if you follow a few steps:

 

  • Faint your Togepi in a wild Pokemon battle (This will make your Togepi's happiness lower from max)
  • Revive your Togepi at a Pokemon Center and make sure it is Full HP
  • Bring your Togepi to the Pokemon Groomers to raise its happiness again which can be found at the following locations:  Cerulean City House 5, Goldenrod Underground Path, outdoor market in Slateport City, and Hearthome City.

After achieving max happiness again, you should receive a prompt asking if you would like to evolve your Togepi. If this is not the case, please let me know, and I would be happy to assist you further with this. Have a wonderful day!
