the gliscor was at +4 atk, if special thief wasn't working incorrectly, my marshadow would have got the buff and won me the game. I believe i should only got pokemons that are working properly in random pvp ranking but clearly this isn't the case here.

You have my apologies for this situation you've encountered. Unfortunately, Spectral Thief and some other similar moves are moves that belong to Pokémon that aren't available to catch to players, thus their secondary effects aren't being coded in for now. I invite you to take a look at the list of Broken moves&abilites so that this kind of situation doesn't happen in the future.
