This NPC won't let me talk to him but I already found the 3 important messages for the prompt to pop-up for me to talk to it. I have been following a guide - https://www.youtube.com/watch?v=AGDivelWAHU for this specific quest and met all of the requirements. These are the 3 important clue messages: P.S I checked the guide more than 5x and still have the same problem regarding the NPC.
