can anyone of staff members, when he/she have any free time do a guide for pokemons with evolution not coded yet please, cause I see some players buying pokemons and some others train pokemons for long time, and it feels bad to waste money or time on pokemons that don't evolve yet.

if i am not mistaken there is guide somewhere on this forum which contains all pokemons obtainable in current state of the game. You should be able to just ctrl+f that list for desired pokemon and find out whether or not he is ingame :)
