Here are the steps to make your Riolu evolve into Lucario in your particular scenario:

1. This must be done within the Daytime (10:00-20:00 In-Game time)
2. Have your Riolu faint in a Wild Pokémon battle. It's HP must fall down to 0 while in battle in the wilderness. Make sure it faints during a Wild Pokémon battle and not during a Trainer battle.
3. Once your Riolu will have fainted from a Wild Pokémon battle, revive it and go back to the tall grass and battle Wild Pokémon to raise it's happiness again.

Doing this process should trigger the evolution process as soon as your Riolu reaches 255 happiness again. There will be no need for Mysterious Candy. Just in case, the command "/happy 1-6(slot of Pokémon in your team)" will tell you how much happiness the Pokémon currently has. Finally, there are the Pokémon Groomers and Pokémon Cafes NPCs that are available to you to raise the happiness of Pokémon in exchange for a fee,  if you do not want to battle Wild Pokémon. Kanto: Cerulean City House 5
Johto: Goldenrod Underground Path
Hoenn: Slateport City (Market place)
Sinnoh: Hearthome City
