I just want to point out the fact that this set is for a rain dance team.

Best area for training HP is Sevii Island 3, the grass only spawns Dunsparce, which give HP.

It does but, although surfing is slower, ruins of alph water just spawns wooper and quagsire giving 1 & 2 evs of hp per pokemon.
