I got to the last basement floor of the pokemon tower in Lavender Town, and 2 NPCs wont let me continue because it's "too spooky for a kid like you"

The 30th floor of the pokemon tower is exclusive for players who have a active membership 

If you dont have one , you'll just have to return back

Thanks to @Darkmaster269 for providing an answer. Indeed, the very last floor of the Pokémon Tower is an area reserved for players with an active Membership only. It's only noteworthy thing to mention is it's two Rare-tier spawns, Spiritomb and Litwick. More information on spawns can be found here if needed.
