i said in help chat :) i fighted with him and won cause he have so low level pokemons and nothing happens(same normal npc)he says "im training my pokemons" i said ok dont be angry and bye :P lol

Yes he is, and you can battle him. As I recall they've added a new hat in the game which is Ash ketchum's hat this recent update, And defeating him probably unlocks a shop? Where you can buy the hat???
