Thank you for your report, and I apologize for any inconvenience you've experienced.
 

After reviewing your replay, I noticed your Porygon-Z has Tri Attack in the first slot of its moveset.
Z-Conversion transforms the user into the type of the move in the first slot.
Since Tri Attack is a Normal-type move and Porygon-Z is already a Normal-type Pokémon, the move fails because it would attempt to convert a Normal type into the same type.
Therefore this is the intended behaviour.
