Does Roselia exist in this game? i looked in the pokedex and only budew was right next to roserade, also i tried leveling my budew up during the day at happiness 230 and nothing happened...(i was in a cave when i leveled up if that makes a difference)

In PRO you need max happiness (255), during the day, to evolve Budew into Roselia. It will still evolve in a cave here.

 

Yes, Roserade is in PRO. it isn't next to Roselia in the Pokedex because Roselia is a Gen 3 Pokemon and both Budew and Roserade were added in the 4th generation. :)
