basically what the title says cant go to pinkan island the boat captain is currently missing 

 

Hello there! @Gogowheat One of the requirements to start the Pinkan Quest is the player must be biregional Champion (Kanto and Johto). Once you have become the Champion of Johto by beating the Elite 4, you will be able to start this quest.
